By 2030, a new legal basis will be created for developments in the vicinity of the Wiesbaden-Biebrich regional train station. The urban planning office is drawing up a development plan for this purpose. This plan will define the type and extent of structural development in a legally binding manner. In order for this to succeed, the City Planning Office held initial discussions with the various specialist offices of the state capital, such as the Environmental Office, Green Spaces Office, Civil Engineering and Surveying Office, Office for Social Work, back in 2021. This resulted in initial guiding ideas and concepts for the new urban quarter. Initial discussions were also held with property owners.

The urban planning office carried out a comprehensive analysis of the existing spatial structures for the Bahnhofs.Quartier Biebrich experimental space. Important topics included

• Uses: What is currently used in the area and in what way?
• Buildings: What buildings are there and what condition are they in?
• Green and open spaces: Where are there parks or other green spaces?
• Social infrastructure: What facilities such as schools or kindergartens are available?
• Traffic: What is the traffic situation in the area?

Based on this analysis, numerous local weaknesses and opportunities were identified. On this basis, the urban planning office developed an initial mission statement. The results were presented to the Biebrich local advisory council at a public meeting at the end of 2022.

In summer 2023, the city planning office commissioned the Viennese planning office Raumposition to draw up an integrated development and action concept, or IEHK for short, for the Biebrich station quarter experimental space. The IEHK is an informal planning instrument. It defines the general objectives of future development in the area surrounding the Wiesbaden-Biebrich regional railway station. It serves as the basis for subsequent framework planning and urban land-use planning.

Citizens, local stakeholders, municipal offices and politicians were able to contribute their wishes and ideas for sustainable development. Participation events were held for this purpose. The urban planning office also held discussions with the numerous property owners.

The final report for the IEHK was completed at the beginning of 2025. A political decision by the city council is planned for summer 2025. Read the final report on the IEHK here.

The urban planning office intends to draw up a framework plan. This is an informal planning instrument. The general objectives and measures of the IEHK will be further developed in this plan. Open questions will be examined in in-depth studies. Corresponding solutions are documented in a plan and final report.

It is conceivable that a competition will be held as part of the development of the framework plan. In this competition, planners will take an in-depth look at the design of the buildings, public spaces and green areas. This produces many different results that are taken into account as options for further planning.

The framework plan forms the basis for the formal urban land-use planning process. In this process, the previous ideas and concepts are translated into a plan and text modules. They are based on the Building Act. The result is called a development plan. The development plan defines the type and extent of building use. It is legally binding.

The City Planning Office intends to draw up the new development plan for the Biebrich station quarter by 2030. This will become valid and legally binding following a resolution by the city council. The first construction measures can then be implemented.
