Wiesbaden is a city with many different people. But can everyone really live and participate in the city equally and without barriers? And how important are districts that are new, environmentally friendly, socially just and economically viable?

In the experimental space Bahnhofs.Quartier Biebrich - Der inklusive 15-Minuten-Stadtteil (Biebrich Station Quarter - the inclusive 15-minute district), the urban planning office has investigated how well the ideas for districts that have been developed so far contribute to ensuring that everyone can live well there. The Technical University of Darmstadt and the Grauwert office for inclusion and demographically sound solutions from Hamburg supported the urban planning office.

The results of this study have been summarized in a report. The planning team presented the results at an event with experts. Lord Mayor Gert-Uwe Mende discussed the results with the head of the urban planning office and other experts

In the winter semester 2023/2024, students from the Technical University of Darmstadt worked on the Bahnhofs.Quartier Biebrich experimental space. The aim of the seminar was to develop designs that show how an inclusive city can be developed and designed. The topics of mobility, orientation in space and social participation in public space were particularly important. Social participation means that people can take part in life in society. This applies to political life, cultural activities and much more.

In November 2024, the state of Hesse awarded one of these student projects the Hessian State Prize for Universal Design. The urban design entitled Biebrich blossoms by Manuela Krug, Paula Pinkepank and Lea Weckert won in the young talent/awards category.

Every two years, the Hessian State Prize for Universal Design 2024 recognizes outstanding projects that use innovative approaches to make everyday life, working life and infrastructure more accessible, comfortable and aesthetic.

At the beginning of September 2024, the city planning office invited the Biebrich local advisory council and all of the city's political groups to an event at the Adler-Center site. The aim was to inform city politicians about the plans and ideas for a political decision.

Together with colleagues from the urban development department, environmental department, green space department, civil engineering and surveying department, cultural department and the municipal inclusion officer, a site inspection of the planning area took place. The political representatives were able to ask questions about the general objectives of the planning. The participants also discussed the urban planning design.

This was the first step on the way to a political decision on the IEHK for the Biebrich station quarter. This forms the basis for further in-depth planning.

This is what the Biebrich station quarter looks like! The urban planning office and the Vienna planning team have developed a design for the new urban quarter in the vicinity of the Wiesbaden-Biebrich regional train station. In a future forum in June 2024, the design could be discovered and discussed on a large carpet at the Galatea-Anlage.

The planning team then presented important information about the design in the Biebrich citizens' hall. Questions about mobility, green and open spaces and the mix of uses were answered in depth.

Until the end of June 2024, all Wiesbaden residents had the opportunity to comment on the planning draft and individual topic maps online and ask questions.

In the winter semester 2023/2024, students at the Technical University of Darmstadt worked on the Bahnhofs.Quartier Biebrich experimental space. In January 2024, they presented their findings on the topic of Bahnhofs.Quartier für Alle: Biebrich plans inclusively. The students reflected on the existing results and scenarios of the urban planning office (see Results of Future Workshop #1).

In September 2023, the city planning office invited people to a first future workshop for the Biebrich station quarter. During a walk through the Adlercenter area and Seligmann-Baer-Platz, interested citizens were able to contribute their ideas for development around the Wiesbaden-Biebrich regional train station.

The Vienna planning team then presented initial proposals and discussed them with citizens in the Bürgersaal Biebrich. As planning continues, the urban planning office will examine the comments and ideas received and, where possible, incorporate them into the planning.

Bahnhofs.Quartier Biebrich will be an attractive and liveable place to live and work for everyone. In order to define what is important for an inclusive urban quarter, the urban planning office invited people to a workshop in August 2023. Representatives of social and non-profit organizations from Biebrich discussed the various needs and wishes.

After a brief introduction to the project, the participants split into small groups. Together with the Department of Design and Urban Planning at TU Darmstadt and the Grauwert office for inclusion and demographic solutions from Hamburg, they discussed various topics relating to inclusive urban development. The discussion focused on the accessibility of private and public spaces. It also addressed the question of how buses and trains can be made easily accessible and usable and how roads and railways can be overcome as obstacles.

The results were documented with the help of pictures and maps. They were incorporated into the development of a technical paper on inclusive urban development by TU Darmstadt and Grauwert. The results were also of great importance for the development of the IEHK for the Bahnhofs.Quartier Biebrich.

In June 2023, interested citizens were able to rediscover the numerous public squares in Wiesbaden-Biebrich. The town planning office had invited people to take part.

The walk lasted around 2.5 hours and began in the courtyard of the Oranier Memorial Church. From here, the group of around 25 people walked across Rathenauplatz, the Robert Krekel grounds and Herzogsplatz. Seligmann-Baer-Platz in front of the Wiesbaden-Biebrich regional train station and the Biebrich station quarter were also visited.

At the various stops, the urban planning office explained how the squares have developed and why they are important. Participants were able to contribute and discuss their wishes and ideas for the future of these places.

At Seligmann-Baer-Platz, the urban planning office provided information on the current status of the Biebrich station quarter project. Participants were able to see how important new planning is in the vicinity of the Rheinschiene, Äppelallee and the Adlercenter.

At the end, the route led through the palace park to Freiherrs Garten. There, while enjoying the beautiful weather and cool drinks, the impressions of the day were discussed further.

The city planning office has commissioned the Vienna-based planning office Raumposition to draw up an integrated development and action concept, or IEHK for short, for the Biebrich station district. Together with other experts, it supports the work of the urban planning office. This planning team began its work in June 2023. This also includes holding various events to involve citizens, specialist departments and local politicians.

In the winter semester 2022/2023, students from the Design + Open Space Planning department at TU Darmstadt developed concept ideas and urban planning designs for the future of the area around the current Adlercenter. This resulted in various interesting proposals. The student research projects dealt with the following questions, among others:

In April 2023, the students presented their results in the gymnasium in Freiherr's garden. In addition to the work from TU Darmstadt, a student from Hochschule Geisenheim University presented her final thesis. In it, she dealt with the redesign of Seligmann-Baer-Platz and the area around the Wiesbaden-Biebrich regional train station.

Many citizens and representatives of the local advisory council were present. Together with the students, they discussed the results presented.
