Special buildings

In individual cases, more stringent requirements may be imposed on structures and rooms of a special type and use - special buildings - or simplifications may be permitted. This depends on the special features of the respective special building.

The Hessian Building Code essentially specifies requirements for residential buildings and buildings that do not pose any major hazards or are not expected to pose any major hazards through their use or operation, the so-called standard buildings. Structures of a special type or use, so-called special buildings, leave this standard framework. Special buildings can therefore be subject to special requirements in individual cases with regard to achieving the protection goals or facilitations can be permitted.

For certain special buildings, special requirements are regulated in special building regulations and recommendations for action in addition to the HBO. This applies, for example, to care facilities for the elderly, accommodation facilities, high-rise buildings, daycare and school buildings or retail outlets. These special building regulations are usually part of the Hessian Administrative Regulation on Technical Building Regulations (H-VV TB) or have the legal character of an ordinance (Garage Ordinance).

In contrast to all other construction projects, fire protection and structural stability are inspected by the building inspectorate itself or by authorized government officials (e.g. test engineers).
