In Hesse, the Department of Road and Bridge Construction at the Hessian Ministry of Economics and Transport had been responsible for the central management of road construction since 1946. The later highway offices functioned as branch offices. In 1954, the Hessian State Office for Road Construction was established in Wiesbaden, which was responsible for all planning and planning approvals as well as for the preparation and implementation of road and bridge construction programs for freeways, federal highways and rural roads. As the lower road construction authority, 14 road construction offices and two new construction and two highway offices were assigned to it.

In 1974, the organization of the Hessian Road Construction Administration consisted of the Supreme Road Construction Authority and the Higher Road Construction Authority as well as the Hessian Road Construction Offices based in Arolsen, Bensheim, Darmstadt, Dillenburg, Eschwege, Fulda, Giessen, Hanau, Bad Hersfeld, Kassel, Marburg, Schotten, Weilburg, Wiesbaden with a total of 76 road maintenance depots and the Frankfurt am Main Motorway Office.

The authority was divided into the departments of General Administration, Planning and Design, Road Construction, Bridge Construction, Operations and Traffic. Later on, the Construction and Bridge Construction Department was also given responsibility for environmental and landscape planning, and the number of road construction offices was reduced and renamed the Offices for Roads and Transportation. Traffic control systems were installed on federal highways for the first time under the directors E. Knoll and J. Sparmann.

From 1995, the name was changed to Hessisches Landesamt für Straßen- und Verkehrswesen (HLSV) as part of structural changes within the authority. A further organizational change took place at the beginning of 2012; since then, the authority has been known as Hessen Mobil. Road and Traffic Management.
