Floods - official responsibilities and reporting levels
Informing the public in the event of a flood is governed by the regulations of the federal state.
In Hesse, the Rhine Flood Reporting Center - Federal Waterways and Shipping Administration, Mainz site - informs the Darmstadt Regional Council about forecast water levels and any expected flooding and updates the forecasts at regular intervals.
The reporting and warning chain is managed centrally from there. In addition to the state authorities, such as the water and shipping police, ministries, technical relief organizations and the state command, the respective municipalities located along a stretch of water and the responsible control centers are also informed. For the state capital of Wiesbaden, this is the fire department, the central control center for fire protection, disaster control and rescue services. It forwards the information to the local authorities on the Main and Rhine, the water suppliers and nearby businesses.
The highest authority - the Hessian Ministry of Agriculture and Environment, Viticulture, Forestry, Hunting and Homeland - informs the state authorities and the population about the general flood risk. This is done, for example, through radio reports and the indication of current and expected water levels, but also online via corresponding portals. Current water levels, trends and warnings can be viewed and called up there at any time.
The Hessian Water Act stipulates that a municipality is responsible for setting up a water defense system. In the state capital of Wiesbaden, the Environmental Agency has a contract with the Wiesbaden fire department, supported by the Schierstein and Kostheim volunteer fire departments, to set up mobile flood protection walls when the water level is predicted to rise.
If these measures are not sufficient and a disaster occurs, the disaster control plan is activated and the disaster control team is coordinated under the direction of the Lord Mayor.
What do the reporting levels mean?

The mobile flood barriers are erected when the water levels are predicted to exceed reporting level II. Unlike floods on small rivers and streams, which are often caused by sudden heavy rainfall events, there is sufficient warning time for flood situations on the Rhine and Main. As soon as exceptional dangers cannot be ruled out, the population is warned by sirens and radio.
