Weapons permits are only issued to residents of the state capital Wiesbaden.
To acquire and possess firearms, you generally require a gun ownership card. The gun ownership card then authorizes you to exercise actual control over the weapon registered on it.
Proof must be provided as to why the purchase of the weapon is absolutely necessary - proof of need.
Proof must be provided of expertise in handling the weapon and knowledge of weapons and criminal law - self-defense and emergency regulations.
For inherited firearms, an application for a gun ownership card must be submitted to the firearms authority responsible for the heir's place of residence no later than four weeks after the inheritance. According to the legal provisions, the weapons must be secured with a blocking system. This results in follow-up costs.

Remark
A personal interview is required.
With the connection of firearms dealers and manufacturers to the National Firearms Register, the personal NWR ID is also important for private firearms owners. The NWR identification number (NWR ID) is a unique technical identification number (ID) of the National Weapons Register (NWR), which ensures the unambiguous identification and assignment of data - including persons, permits and weapons/parts - in the NWR. The NWR ID is only required for legal transactions such as purchase, sale, etc.. In these cases, you can then request the NWR ID from the firearms authority and immediately receive a printout from the master data sheet. Alternatively, the NWR ID will be printed on the permit document the next time you visit the firearms authority.
