Rywoll took part in the Second World War from 1943-45. He then worked in Kiel until 1947 as an employee of the artillery arsenal, the British security service in this arsenal and the control center of the criminal investigation department. In the meantime, he worked as a mine fitter in Bochum (Engelsburg colliery) in 1946.
From 1947 he worked in Wiesbaden, initially as a clerk in the Hessian Ministry for Political Liberation, in 1949 as a clerk for clemency matters at the First Public Claimant at the Wiesbaden Appeals Chamber and from 1950-53 in the Reparation Department of the Wiesbaden government. In 1952 he was appointed government inspector. In 1953-56 he worked as a civil servant at the Hessian Ministry of Labor, Economics and Transport and in 1956-66 as a government official at the Hessian State Office for Road Construction. He sat on the Wiesbaden City Council for the SPD from 1960-66 and was head of the city council from 1964-66. He then held the post of full-time head of department for waste and traffic from 1966-78. From 1968-78, he was responsible for the city's clinics, spa and congresses.
As head of the transport department, he promoted the expansion of the Second Ring Road, Berliner Strasse and Moltkering. A pedestrian tunnel was built at the main railway station. The construction of the elevated bridge over the Michelsberg, which no longer exists today, was on his initiative, as was the pedestrian zone in the city center and the Rhein-Main-Halle multi-storey parking lot, which, together with the parking lot, ensured that numerous event organizers could be attracted to the Rhein-Main-Hallen. Other plans, such as a bridge over the Kurpark, were not realized. As head of the hospital department, he got the construction of the municipal clinic off the ground.
He was also involved in over 30 local and national committees. From 1965, he was a member of the main committee of the German Association of Cities.
