Kopp was a police officer in Biebrich. After the National Socialists came to power, he was dismissed in 1933.
In 1945, he was one of the first to campaign for the establishment of a democratic order and the reconstruction of Wiesbaden. As an SPD politician, he had been an honorary member of the Wiesbaden city council since 1946 and was the second chairman of GENO.
Kopp was particularly committed to the reconstruction of the Kurhaus, the colonnades and the theater, as well as the renovation of the city palace. He also supported the construction of the Rhein-Main-Hallen and the redevelopment of the Biebrich Rhine embankment promenade.
In 1961, he was awarded the Federal Cross of Merit 1st Class for his services to the city of Wiesbaden. A street on the banks of the Rhine commemorates him.
