The integrated development and action plan (IEHK) for Wiesbadener Strasse in Mainz-Kastel between the Kaiser and Theodor-Heuss bridges shows prospects for the ongoing development of the district.
Final event and resolution as an urban development concept
To inform citizens and all those interested in the "Wiesbadener Straße" district development, a final public event was held on 4 May 2018 at the Bürgerhaus Kastel, where the results of the dialog-oriented planning process were presented.
The integrated development and action concept for Wiesbadener Straße (IEHK) was subsequently adopted by the city council of the state capital of Wiesbaden on 21 June 2018 as an urban development concept in accordance with Section 1 (6) No. 11 of the German Building Code and now serves as a publicly and politically legitimized planning corridor for further urban land-use planning in this area.

Background IEHK Wiesbadener Straße
The Wiesbadener Straße urban space in Kasteler Westen has been in a state of upheaval for years and presents itself as a heterogeneous mixture. Different uses with different characters, densities and design requirements characterize the space, which on the one hand is heavily burdened by railroad noise and on the other hand shows the enormous potential of the banks of the Rhine. The subsequent use of industrial wasteland - including the former Clemens paper mill - and of conversion areas - Kastel Housing Area - which are currently under discussion, illustrate the need for planning action for this part of Mainz-Kastel.
Taking into account the ongoing social and demographic changes, the economic transformation and the continuing population growth of the city of Wiesbaden, an integrated development and action concept is therefore being used to identify prospects for the future development of the "Wiesbadener Straße" district. The concept forms the framework for sustainable urban redevelopment, primarily through the future-oriented further development of settlement structures, the creation of an address in public spaces, the strengthening of green and blue infrastructure and the promotion of local initiatives and partnerships.
With a process-oriented approach, the integrated development and action concept was developed in close cooperation with citizens, landowners and investment project development companies as well as the administration and politicians. During the basic research phase, stakeholder discussions were held on various topics in order to involve local stakeholders and initiatives in the process and to incorporate their views, opinions and wishes as expert knowledge into the concept.
To further involve citizens, various public events were held in 2017 that offered the opportunity to contribute their own ideas to the planning process: StadtQuartiers tour, outdoor planning, urbanity & density workshop, ideas workshop and planning labs.
The integrated development and action concept brings together the results of the analysis and public participation in a spatial vision and development goals for Kastel-West. In a development plan for the district, concrete measures for further urban development are also worked out for various areas of potential and impulse projects (e.g. Rampenstrasse).
The developed fields of action and project modules lead to an overarching, networked overall strategy that is embedded in the city-wide, integrated urban development concept Wiesbaden 2030+ and long-term planning processes, such as the redrafting of a land use plan.
