Guidelines for promoting integration
Equal participation
A successful future requires equal opportunities for all people to participate in society. Everyone should have the same opportunities to succeed in all areas of life. This also means that the government and the administration actively work to improve the lives of all people and that every individual is prepared to take advantage of their opportunities. Barriers that prevent this must be recognized and removed. This includes, for example, supporting intercultural cooperation in all areas of life, improving opportunities for political participation and promoting citizen engagement in all areas. In order to give everyone the same opportunities, information also needs to be provided in simple language and via modern communication channels in order to reach different target groups.
German language acquisition as a key function
Acquiring the German language is a key prerequisite for integration into society and access to education and work. It is therefore important that immigrants are given the opportunity to learn German quickly and easily in order to be able to participate successfully.
Integration as a sustainable cross-sectional task
Integration policy affects all areas of municipal action, the city administration and municipal companies. As an employer and shareholder, the city is guided by the Diversity Charter it has signed and must pursue this task in the long term.
Networking and stakeholder participation
Cooperation between relevant public, private and non-profit organizations should ensure that our measures and programs are highly effective and widely accepted. The target group should be involved in the planning and implementation of our projects and their potential taken into account.
Open culture of debate against discrimination
All forms of xenophobia, extremism, fundamentalism, racism, gender-specific discrimination, group-based misanthropy and intolerance must be resolutely opposed. However, this must not lead to a restriction of the culture of discussion and debate through unjustified taboos and language bans.
Promoting cohesion in a diverse urban society
Creating equal opportunities for participation in the various areas of society is an essential requirement of integration work. In addition, it is important to strengthen the recognition of cultural and religious diversity in urban society and to promote successful coexistence in diversity. This requires dialog and understanding so that mistrust does not grow from mere coexistence.
