Zschintzsch studied law and political science in Lausanne, Munich, Halle and Berlin, took part in the First World War from 1914-18 as a first lieutenant in the reserves and was awarded the Iron Cross.

After working in the district administration office of the Schwetz/Weichsel district and for the government in Marienwerder, he moved to Berlin in 1925 to work in the municipal department of the Prussian Ministry of the Interior. In 1933, Zschintzsch was appointed District President in Wiesbaden as successor to the Social Democrat Friedrich Ehrler, who had been removed from office. On May 1, 1933, Zschintzsch, who had belonged to the German National People's Party (DNVP) from 1920-22, joined the NSDAP and became a member of the SS in 1936. From 1937, he served part-time with the rank of SS-Oberführer on the staff of the Reichsführer-SS. From March 1936 until the end of the "Third Reich", he served as State Secretary in the Reich Ministry of Science, Education and National Education. At the same time, he was a member of the Prussian State Council.

After the end of the war, he was arrested by British troops in Flensburg and temporarily imprisoned. As part of a denazification procedure carried out in 1949, he was classified as a follower.
