As a teenager, Voos-Heißmann joined the Solingen "Friends of Nature" - a group that emerged from the labor movement - and became involved in the SPD. The trained chemical laboratory assistant moved to Wiesbaden with her husband in 1935 and joined the NSDAP there in 1938. After the end of the war, Voos-Heißmann took a job at the Economic and Food Office.

She became involved in the Social Democratic Party again in 1945 and became a member of the city parliament for the SPD after the first election to the city council in May 1946. There she worked as deputy secretary until 1948, was a member of the executive committee of the city council and was represented on the election committee as well as on the committees of the city council responsible for occupation and economic issues. In 1946, she was also one of the co-founders and one of the first board members of the Wiesbaden non-party women's committee (later the non-party women's association) and had been active for the Workers' Welfare Association ( AWO ) since 1945.

On December 1, 1946, she was elected to the first Hessian state parliament and was a member until November 1950. During this time, she was at times a member of the Economic, Reconstruction and Municipal and Cultural Policy Committees. The fact that she was responsible (according to her party comrades) for the failure to pass the Socialization Act in autumn 1950 - as an implementing law for Article 41 of the Hessian state constitution on socialization - attracted nationwide media attention.

In September 1949, Voos-Heißmann took pAWO ) since 1945.
