Schlichter came from a long-established family of bathing innkeepers who ran the Adlerbad, one of the largest bathing establishments in Wiesbaden, until 1878. After attending the Pädagogium in Wiesbaden and the Gymnasium in Weilburg, Schlichter studied law in Heidelberg from 1847, became an accessory (candidate) at the court in 1858 and an auditor (= legal advisor to the military commanders) at the 2nd Nassau Regiment in Wiesbaden in 1863. After the annexation of Nassau, he served as a district judge in Eltville from 1867-79.

In 1877, Schlichter was elected to the Prussian House of Representatives for the National Liberal Party, where he represented the Rheingau district, albeit with a result of only 12% of the vote. On July 12, 1882, he was elected by a large majority to succeed Wilhelm Lanz as Lord Mayor of Wiesbaden, but only held this office for a few months.

His tomb can be found in the North Cemetery. A street in Wiesbaden is named after him.
