Scheffler joined the trade union in the mid-1890s, became a member of the SPD in 1901 and from 1904 worked at the Kalle & Co. chemical factory as a factory worker, office assistant and office worker. Through years of further training, he acquired extensive expertise in social welfare and labor law.
During the First World War, he was called upon by various political bodies in the city and region to advise on war welfare and economic issues. As a representative of the working class, he sat on the Biebrich municipal council. In 1918, Scheffler, now party secretary of the SPD, took part in the 1st Council Congress in Berlin as a delegate. The following year, he was elected by the Biebrich town council as head of the town council and in 1920 as 1st alderman. In 1922, he was awarded the title of "2nd Mayor". After Biebrich was incorporated into Wiesbaden in 1926, this office became redundant.
Scheffler retired on 16.09.1926 and left the SPD. He later became a member of the Reichsbanner Schwarz-Rot-Gold. He also served on various other regional committees, including the district and state committees (1925 and 1926-27 respectively) and the Prussian State Council from 1924-26, and was involved in church activities. After his conversion from the Protestant Church to the Free Religious Community of Wiesbaden, he served as its chairman until his death.
