Lutter was evacuated to Weilburg at the age of eleven during the Second World War and stayed there with his parents. He studied theology and philosophy in Frankfurt am Main and Lille. His ordination to the priesthood in 1958 was followed by years as chaplain in Nentershausen and Montabaur. From 1962-65 he was youth pastor in the Rheingau, and from 1966 diocesan youth pastor. In this role, he endeavoured to establish decentralized youth work that could be integrated into the districts of the diocese formed in 1969.
In 1972, Bishop Wilhelm Kempf appointed him parish priest of St. Boniface in Wiesbaden, dean of the city and chairman of the Wiesbaden Caritas Association. Just two years later, he died as the result of an accident. His grave is in the South Cemetery.
