Loebell joined the Imperial Navy in 1910 and was taken prisoner by the British in 1918. After returning to Germany in 1919, he worked as a commercial clerk for companies in Berlin and Essen.

Loebell joined the NSDAP on March 1, 1930 and worked as an accountant in Wiesbaden from April 1932. On March 12, 1933, he became a member of the city council and was elected head of the city council at the end of March 1933. He then worked as a municipal councillor and councillor respectively. On 20.06.1934, District President Werner Zschintzsch appointed him as an honorary alderman for twelve years with the title of city councillor. Until 30.04.1935, he was head of the Department of Agriculture and Forestry.

On May 3, 1935, Loebell left Wiesbaden and served as an officer in the Luftwaffe Air Intelligence Corps in Halle. He was promoted to captain in 1935 and shortly afterwards to major. In 1938 he was promoted to lieutenant colonel, in 1941 to colonel and in 1945 to major general of the air intelligence troops and air force signal commander.

After his release from captivity as a prisoner of war, Loebell lived in Wiesbaden-Dotzheim. He was buried in the Dotzheim forest cemetery.
