After graduating from high school in Mainz in 1938, Jungmann did military service and was seriously wounded. After his release from American captivity, he initially worked as a school assistant in Biebrich and then attended the University of Marburg and the Pedagogical Institute in Weilburg. He then taught at various schools in the Darmstadt administrative district. In 1954, Jungmann became a teacher at the Freiherr-vom-Stein-Schule in Wiesbaden. In 1962, he was appointed principal of the Heinrich von Kleist School. From 1964, he worked as a school inspector and then as a senior school inspector and head of the municipal education authority.

Like his father, Jungmann was intensively involved with the history of Biebrich and wrote various educational publications. He worked on Biebrich's school history and wrote a fundamental work on the Wilhelm Heinrich von Riehl School and its predecessors in 1985. Jungmann has rendered outstanding services to the poetic legacy of teacher Otto Stückrath and his wife Olga Stückrath. His research also made it possible to trace the suffering of the 150 Jews of Biebrich during the period of Nazi terror. He was also intensively involved with the local labor movement. Jungmann's local history estate comprises 220 volumes, the originals of which are stored in the Hessian Main State Archive in Wiesbaden and copies in the Wiesbaden City Archive.
