Hartmann initially trained as a painter and varnisher and founded a construction company with a whitewashing and painting workshop in 1895. With his company, he was able to participate professionally in the building boom in Wiesbaden during the Wilhelmine era. During the First World War, he expanded his company to include a brickworks. Hartmann worked in his construction business and the associated real estate management until 1934/35, when he retired.
The building expert stood up for small and medium-sized businesses in Wiesbaden and the surrounding area, especially during the Weimar period, when small and medium-sized craft businesses were among the main victims of the ongoing economic crisis. In the Nassau municipal parliament, of which Hartmann was a member from 1926-32, he was committed to the Nassau trade association. He also worked as an expert and financial expert on the building and finance committee of the local parliament.
During the Weimar Republic, Hartmann belonged to the following parties in succession: the Hesse-Nassau Working Group City and Country, the Reich Party of the German Middle Class and the Black-Red-Gold Campaign Front. A former Catholic, Hartmann was also a member of the Wiesbaden City Council between 1902 and 1913 and again in 1924-28.
