Planning approval

Planning approval is a procedure for major infrastructure projects that examines the impact on the environment, population and urban structure and ensures compliance with legal requirements.

Planning approval is a statutory procedure in Germany for major infrastructure projects such as road construction or power lines. It examines whether a project can be approved and what impact it will have on the environment, safety and private properties. In the end, a decision is made as to whether and under what conditions the project is approved in order to safeguard legal requirements and public interests.

Current plans and construction projects

The Rhine-Main Link is an important grid expansion project for the energy transition, which is being implemented by the company Amprion. From 2033, wind power from renewable sources will be transported from Lower Saxony via North Rhine-Westphalia directly to Hesse via this energy corridor in order to strengthen the Rhine-Main economic region. The project comprises four direct current underground cable projects, which are located in an approx. 5-10 km wide preference area. This area was published by the Federal Network Agency on November 16, 2023 and forms the basis for the subsequent planning approval procedure. Within the preference area, various route options were developed and compared with each other on the basis of environmental and spatial compatibility aspects.

The application for a planning approval decision for the proposed route and alternatives was submitted on June 27, 2024. After reviewing the documents, the Federal Network Agency published the application documents on July 26, 2024 and held five application conferences near the planning area in August and September. After a thorough review of all comments, the Federal Network Agency determined the scope of the investigationPDF-File577,54 kB for the Rhine-Main Link on November 29, 2024.

As the planned route runs through the city of Wiesbaden, the city is heavily affected. The state capital will therefore play an active role in the planning process and submit a city-wide statement coordinated by the city planning office.

Osterath - Philippsburg extra-high-voltage line section D1 (Ultranet)

Ultranet is a new direct current connection between North Rhine-Westphalia and Baden-Württemberg that will transmit around 2,000 megawatts. The 340-kilometer-long line is being planned and implemented by Amprion and TransnetBW. For the first time, direct and alternating current will be transmitted on the same pylons, which will strengthen the grid efficiently and conserve resources. The project supports a future-proof energy supply, including in the Rhine-Main region, and promotes the energy transition.

Amprion submitted a planning approval application to the Federal Network Agency for the D1 Koblenz - Marxheim section in June 2022. The documents were published in accordance with Section 22 (3) NABEG from 17 June to 16 July 2024. Although the current route does not affect the urban area of the state capital of Wiesbaden in terms of area, it is still affected as a neighboring municipality. For this reason, a city-wide statement was coordinated by the City Planning Office, which was approved by the City Council at its meeting on August 20, 2024.
