Neighborhood helpers according to the care support ordinance/recognition

Offers of support in everyday life help to relieve the burden on carers and help to ensure that people in need of care can remain in their home environment for as long as possible. Neighborhood helpers can provide services to relieve caregivers and ease the burden of everyday life (e.g. cleaning, washing, cooking, shopping). In order to receive refinancing from the health and care insurance funds, the service must be recognized in accordance with the Hessian Care Support Ordinance.

Neighbourhood helpers can be recognized under the following conditions on the basis of a civic commitment in accordance with the Care Support Ordinance:

  1. They must not be related to the person in need of care up to the second degree by blood or marriage, nor live with them in the same household,
  2. a maximum of three persons in need of care are supported,
  3. only a lump-sum expense allowance (based on the minimum wage) is required for services,
  4. Proof of participation in a first aid course no more than three years ago at the time of the first assignment,
  5. a certificate of good conduct no more than three months old must be presented (an extended certificate of good conduct is required if services for disabled persons or minors are recognized)
  6. the other requirements of the Care Support Ordinance are met.

Until proof of a first aid course and a certificate of good conduct has been submitted, neighborhood helpers can receive provisional recognition for a period of 6 months.

In addition to offers based on civic engagement, commercial providers and individuals can also be recognized, provided the necessary requirements are met. Further details can be found at the beginning of the respective questionnaire.
