Wentzel studied law in Leipzig and Berlin and obtained his doctorate in law. After serving as provisional district administrator in Neustadt in West Prussia (1880-81) and government assistant in Hanover, he was district administrator in Hofgeismar from 1882-86 and district administrator in Marburg from 1887-89. Appointed to the Prussian Ministry of Agriculture as an assistant in 1889, he was made a government councillor in 1890 and a lecturing councillor in 1895.
Wentzel held the office of district president in Koblenz from 1895-98 and held the same position in Wiesbaden from 1898-1902. He was then Chief President of the Prussian Province of Hanover until his retirement in 1914. He was ennobled in 1907 and appointed Privy Councillor in 1909.
