Tropp joined the Biebrich volunteer fire department at the age of 19. As a chimney sweep, he had recognized the shortcomings in the building industry, which had often led to serious fires. In 1887, he was appointed fire chief of the town of Biebrich. From 1890 to 1913 he was district fire chief of the Wiesbaden district, and from 1913 to 1932 he was the first chairman of the Nassau Fire Brigade Association.
The "Tropp Jubilee Foundation", established in 1920, still bears witness to his idealism today. "Father Tropp", as he was known, was a member of the Biebrich town council from 1892 and a member of the municipal council from 1906. In his honor, Schulstraße was renamed Wilhelm-Tropp-Straße in 1953.
