Tepper-Laski studied law in Breslau, Heidelberg and Berlin. After passing his first state examination in law, he became a court clerk at the Court of Appeal in Ratibor and worked as a government clerk in general administration in Opole. In 1870/71 he took part in the Franco-Prussian War as a war volunteer in the 6th Jäger Battalion.
Further stations in his career included the posts of District Administrator in the district of Schlochau, Marienwerder administrative district, and Privy Government Councillor and Lecturing Councillor in the Prussian State Ministry. Here he was promoted to Privy Senior Government Councillor in 1886. In 1881-84 Tepper-Laski was a member of the German Reichstag for the German Reich Party, in 1879-82 and 1894-98 in the Prussian House of Representatives.
On November 1, 1890, he became President of the Wiesbaden administrative district and in 1897 was appointed a Privy Senior Government Councillor (1st class). By order of Kaiser Wilhelm II, Tepper-Laski was transferred to Köslin in 1897, but spent the rest of his life in Wiesbaden again. Tepper-Laski was an honorary knight of the Order of St. John.
