Siebert studied law in Freiburg im Breisgau and Bonn. He returned to Wiesbaden around 1893/94. After the death of his father, he took over his father's law firm in 1895, which existed until the 1930s. Siebert, who was close to the National Liberals, also worked as a legal advisor, including for the Wiesbaden theater.

In November 1903, he was elected to the Wiesbaden city council. He was a member until 1919. From 1913-18, he served as deputy head of the city council. In 1919, he briefly served as head of the city council. In addition, Siebert was a member of the Nassau Municipal Parliament from 1917-18 as a representative of the Wiesbaden municipal district.
