Schwebel studied forestry in Giessen and Munich and joined the NSDAP on March 1, 1930. He served temporarily as district leader in Groß-Gerau and as Gauinspekteur zur besonderen Verwendung (z.b.V.) at the Gauleitung of Gau Hessen-Nassau (-Süd) led by Jakob Sprenger. After the merger of the Gaue Hessen-Nassau (-South) and Hessen-Darmstadt to form the Gau Hessen-Nassau in 1932/33, Schwebel took over the leadership of the NS district leadership in Worms on Sprenger's behalf.

On 16.08.1933 he was appointed Lord Mayor of Worms, on 01.02.1934 he was appointed district director there and on 01.10.1937 he took over the post of NSDAP district leader for Greater Frankfurt. On 10.11.1939, he entered the Reichstag in Berlin. After the outbreak of the Second World War, Schwebel took part in the Western campaign. He returned to Frankfurt in 1940 and took up the post of District President in Wiesbaden on July 1, 1943. He remained in office until March 1945 and ensured that the orders of Sprenger, who was now also the Chief President of the newly created Prussian province of Nassau in 1944, were properly followed. Around March 25, 1945, Schwebel fled from the approaching Allied troops.
