Scholz studied law in Bonn and Berlin. He gave up his career in the Nassau military, which he had begun in 1859, after a few years in order to become active in the political and cooperative field. In 1863 he became director of the Rheinische Versicherungsgesellschaft in Wiesbaden and an employee of the Gottfried Glaser company. From 1867 he worked as a lawyer in Wiesbaden, and in 1891 he was appointed a councillor of justice. From 1865-66, Scholz was a member of the First Chamber of the Assembly of Estates of the Duchy of Nassau for the Nassau Progressive Party. He continued his political commitment after the annexation of Nassau in 1866 as a member of the Nassau Municipal Parliament (National Liberal Party) and in 1868 of the Nassau Municipal Parliament.

From 1883-93, he was director of the Hessen-Mittelrheinischer Genossenschaftsverband Wiesbaden and was a member of the Wiesbaden city council from 1891 until his death. He was regarded as an important orator; his combative nature in parliament was praised. For many years he was chairman of the supervisory board of the Vorschussverein (bank for trade and commerce).
