In 1820, Reuter initially began studying philology in Bonn, but then transferred to the University of Heidelberg in 1822, where he began to study medicine. In 1824 and 1825 he traveled to Wiesbaden for a cure. In 1826, he received his doctorate in medicine and passed the written state examination in Wiesbaden the following year.

After several professional stations and stays abroad, he worked as a medical assistant in the district of Eltville and as a spa doctor in Schlangenbad. As a supporter of liberal ideas, Reuter soon came into conflict with his employer and was transferred to the district of Idstein in 1840 and promoted to medical councillor. In 1847, he was given a position as medical councillor in the Wiesbaden district. He worked here - promoted to senior medical councillor in 1866 - until his retirement.

In 1851, Reuter joined the Association for Nassau Antiquities and Historical Research and was elected to the board in 1852. In 1858 he acted as acting director and from 1859-62 as director of the association. The same applied to the years 1874 and 1875-78, when he became an honorary member of the association's board. Reuter was also actively involved in research and excavations, such as the uncovering of the remains of a Roman "castrum" near Orlen, and in 1871 published the book "Untersuchungen über das römische Wiesbaden".

In 1870, together with like-minded people, Reuter founded the Old Catholic Community of Wiesbaden, which elected him as its first president.
