Noelle studied law in Freiburg im Breisgau, Kiel, Leipzig and Berlin. In 1920, he became a government trainee in Hanover, and after passing his second state examination, he was offered a position as a government assistant in the Prussian interior administration in 1922. Noelle began his work at the Freienwalde district office. From 1923-25 he worked in the Prussian Ministry of the Interior. In 1924, he was appointed a government councillor, a year later he was transferred to the district government in Kassel and in 1929 he became district administrator in Melsungen. In 1933, after the National Socialists came to power, he had to give up his office for political reasons. From Oct. 1933, he continued to work in less important departments in the Wiesbaden district government and finally retired in 1943.
In 1945, he was one of the co-founders of the CDU in Wiesbaden. In 1946, he was initially appointed Vice President of the District Government and in 1948 President of the District Government. Noelle was co-editor of the journals "Die neue Verwaltung" and "Zeitschrift für Staats- und Kommunalverwaltung".
He retired in 1956 after being awarded the Grand Cross of the Order of Merit of the Federal Republic of Germany on his 40th anniversary of service.
