After leaving school, Nöll von der Nahmer became a soldier in the First World War in 1917/18. He then studied law and political science in Heidelberg and Breslau, completing both degrees with a doctorate.

Initially a court clerk in 1921, he switched to administration in 1924 and became a government clerk and government assessor. He then went into the banking industry. From 1926 he was director of the Vereinigte Finanzkontor and the Ostsee Handels- und Finanzgesellschaft in Berlin. In 1934 he habilitated at the University of Breslau and taught as a private lecturer. In 1935 he was appointed associate professor at the University of Wroclaw and in 1940 he became a full professor at the University of World Trade in Vienna. During the Nazi era, he was a member of the Nazi Academy of German Law founded by Hans Frank.

After the Second World War, he held several political offices and was involved in the establishment of the Federal Republic of Germany. From 1946-64, he taught at the Johannes Gutenberg University in Mainz. In 1949 and 1954/55 he was Dean of the Faculty of Law and Economics there. From 1945-47, Nöll von der Nahmer worked as a ministerial director in the Hessian Ministry of Finance and headed the Hessian Ministry of Finance in the cabinet of Minister President Karl Geiler from November 1945 to December 1946. In 1951, he turned down the offer to become Finance Minister of the state of Rhineland-Palatinate. He was a member of the German Bundestag for the FDP in its first legislative period (1949-53). From 1949-52 he was deputy chairman of the Bundestag's budget committee and from 1952-55 he also worked as a judge at the State Court of the Free Hanseatic City of Bremen. Nöll von der Nahmer was also one of the founders of the Taxpayers' Association.

He was awarded the Grand Cross of the Order of Merit of the Federal Republic of Germany in 1964 and the Theodor Heuss Plaque in 1970.
