Magdeburg studied law in Heidelberg and Berlin and joined the Prussian civil service as a trainee lawyer in Diez and Potsdam. During the Franco-Prussian War of 1870/71, he was deployed as an administrative officer in France. After training in Osnabrück and Metz (1871-75), he became district administrator in Sonderburg in 1875. In 1879 he was appointed to the Prussian Ministry of the Interior in Berlin, where he was Privy Councillor and Lecturing Councillor in the Imperial Ministry of the Interior from 1881. In 1884, he first became Vice President of the Government in Kassel and in 1886 President of the Government, Privy Senior Government Councillor and Undersecretary of State in the Ministry of Trade and Industry. From 1892-98, he worked here as Chief President of the Province of Hesse-Nassau.
In 1898, Emperor Wilhelm II (as King of Prussia) appointed him Chief President of the Prussian Higher Chamber of Accounts in Potsdam, a post he held until his retirement in 1904. He was awarded the highest medals for his services to accounting. In 1899, he was made an honorary citizen of Biebrich. In 1904, Kaiser Wilhelm II awarded him the title of nobility. In Wiesbaden, Magdeburgstraße to the side of Biebricher Allee was named after him.
