The SPD politician completed his law studies in Leipzig with a doctorate, initially set up as a lawyer in Leipzig in 1932 and worked as an in-house lawyer in industry in Berlin from 1937. After the Second World War, he worked as a social affairs officer in Göttingen.
In 1951, he moved to Wiesbaden, where the city council elected him second mayor (1951-54). In 1952, he also took over as deputy to the suspended Lord Mayor Hans Heinrich Redlhammer for two and a half years. In 1955, Kluge was appointed State Secretary in the then Ministry of Education and National Education under the Minister of Culture Arno Hennig (1953-59). Until his retirement in 1959, he worked on education plans for general and vocational schools, the expansion of elementary school to include a ninth grade and, among other things, the draft law on parental co-determination. After his retirement, he was a member of the Wiesbaden City Council for the SPD from 1960-64.
Kluge worked for many years as district chairman of the German Olympic Society. He was a board member of the scientific Helmuth-von-Glasenapp Foundation, a charitable foundation that was established in 1964. He was also active for the German Oriental Society. He also supported the establishment of the German Oriental Institute in Beirut.
