From January 1904 to July 1928, Hofmann, a Social Democrat, worked as a senior clerk at the Allgemeine Ortskrankenkasse Wiesbaden (AOK). In July 1928, he took over the management of the counseling center for sexually transmitted diseases. He held this post - with the rank of senior inspector - until his retirement in September 1932.
In 1919, Hofmann was elected as a member of the Wiesbaden city council. Five years later, in 1924, he was elected head of the city council, but only held office for a few months. In 1927/28, he again served as head of the city council.
