Höhn, son of police constable Philipp Höhn, enlisted for military service in Nassau at the age of 18 and took part in the campaign against the insurgents in Baden in 1848.

After his return, he joined the ducal Nassau police office in Wiesbaden as an office clerk. He was a member of the police service for 52 years, interrupted only by his work as a field police officer during the Franco-Prussian War of 1870/71, rising to the rank of Royal Police Councillor and Deputy Chief of Police in Wiesbaden (1874). Höhn was regarded as an extremely humane officer and superior. He was personally assigned to accompany and protect the highest rulers during their stay in Wiesbaden and the surrounding area, e.g. the Tsarina of Russia and the Empress of France. In 1856-66, Höhn was also the Kurhaus Commissioner and was entrusted with the supervision of the casino.

In addition to his professional activities, he amassed an extensive collection on the history of Wiesbaden and Nassau. The "Höhn Collection" is now housed in the Hessian State Library.
