After attending elementary and commercial school, Hebach completed an apprenticeship and then worked as a commercial clerk. From 1920, he worked for the municipal administration in Mainz. Hebach worked as an assistant and trainee clerk. After passing the administrative examination in 1923, he became a trainee civil servant. After becoming a civil servant, he worked in various offices in the Mainz municipal administration from 1925. His main place of work was the education authority.
According to his own statements, Hebach was a practicing Catholic. He was a member of the Center Party from 1927 to 1933. According to his own statements, he was still campaigning for the party in 1933. In the 1920s, Hebach was also a member of the Mainz-Kastel Catholic Men's Association, the Ketteler Arbeitsgemeinschaft, the Mainz Catholic Merchants' Association and the Caritas Association.
After the National Socialists "seized power", Hebach joined the SA in 1933 and became part of the SA Reserve II of Mainz-Kastel. Here he held the rank of Scharführer. A certified copy of a leave of absence granted to Hebach by the SA in February 1939 has been preserved in the Spruchkammer file.
It states that the Scharfuhrer Hebach was suspected of having harmed the interests of the SA and would therefore be placed on leave immediately. In 1946, Hebach gave reasons for this leave of absence. He was suspected of having spoken maliciously about SA sport. In addition, as a clerk at the municipal school administration, he had given preference to the gymnastics and sports clubs over the SA when allocating municipal gymnasiums.
On June 18, 1937, Kurt Hebach applied for membership in the NSDAP and was accepted into the party with retroactive effect from May 1, 1937. After his military service (1939-1945) and his imprisonment (1945-1946), Hebach was dismissed from municipal service between 1946 and 1948 because of his party membership.
In his trial, Hebach submitted 17 affidavits and certificates as well as a list of an additional 37 possible witnesses to prove his poor relationship and his distance to the Nazi regime. He also stated that he had cultivated contacts with a Jewish dentist, had been forcibly transferred to the SA and NSDAP and had distributed letters critical of the Nazis from the Bishop of Münster, Clemens August von Galen, among his circle of acquaintances. The public plaintiff finally applied for Hebach to be classified in Group 4 ("follower"). He was sentenced to pay a fine of 500 RM. The proceedings were concluded in April 1948. Hebach was then able to resume his duties with the city of Mainz.
From the late 1940s, Konrad Hebach worked primarily in the cultural sector of the Mainz city administration. Hebach rose to the position of director and board member of the municipal theaters. He was thus responsible for the operation and program of the municipal theaters and was one of the most important players in Mainz's cultural life.
In the post-war period, Konrad Hebach was also active as a local historian and became honorary chairman of the Society for Local History Research and Cultural Preservation.
Hebach was also heavily involved in his church community and volunteered for the Kastel Hospital Association. He was also an honorary member of the Kastel gymnastics and sports community and organized regional, national and international gymnastics festivals. A street in the Mainz-Kastel district was therefore named after him by resolution of the city council on November 19, 1981.
Due to his memberships in various National Socialist organizations (NSDAP, SA, NSV, RDB, NSRL, Reichskriegerbund), his assumption of offices as a Scharführer in the SA and thus his active support for the National Socialist state, the Historical Commission appointed by the City Council in 2020 to review traffic areas, buildings and facilities named after people in the state capital of Wiesbaden recommended the contextualization of Kurt-Hebach-Straße.
