Haus & Grund Wiesbaden

The reason for the founding of the "Association of Local Homeowners and Interested Parties" on May 21, 1879 was the social and financially worrying consequences of the Prussian Supportive Residence Act of June 6, 1870, which entitled every socially needy resident to receive support at the expense of the municipality after two years of uninterrupted residence at their place of residence. For Wiesbaden, this resulted in an increase in the number of people in need of support; their number rose from around 300-400 in 1873 to more than 1,400 in 1879. The landlords viewed this development with great concern, as on the one hand the municipal budget for the poor increased many times over, thus restricting the scope for action of municipal policy and making tax increases necessary; on the other hand, they often had to accept financial losses due to tenants who were unable to pay.

The aims of the association were to protect members from losses or damage caused by a tenancy, to protect the interests of homeowners in general as well as those of tenants on all sides and to protect the city from the impending burdens of the Supportive Housing Act. The association was well received by the citizens of Wiesbaden - one year after its foundation, it already had 967 members. The association's statutes served as a guideline for 40 associations of the same name in other German cities.

In 1900, the association gave itself the name "Hausbesitzerverein Wiesbaden" and in 1903 it merged with the Schutzvereinigung der Grundbesitzer to form the "Haus- und Grundbesitzerverein Wiesbaden e.V.". It always saw itself as an important factor in local political decision-making. For example, in a "manifesto" in 1905, it protested against the two new taxes proposed by the municipal authorities (sewer usage fee, value growth tax), against the significantly increased fee for garbage collection and the increased sales tax. After the Second World War in particular, the association provided advice and support to homeowners as part of the reconstruction process.

Since the early 1990s, it has been known as "Haus & Grund Wiesbaden".
