Hahn came from a family of farmers and craftsmen in Wiesbaden. He was married to the daughters of craftsmen in his first and second marriages; his second wife (married in 1859) was so wealthy that Hahn was able to acquire a brickworks and a coal business. Due to his status as an entrepreneur and the corresponding tax bracket, Hahn was eligible for election to self-governing bodies in the Prussian administrative district of Wiesbaden. From 1866, he was a member of the Wiesbaden citizens' committee and the district council, and in 1872/73 he represented the city district of Wiesbaden in the Nassau municipal state parliament.
Hahn's political activities, however, date back to the time of the Duchy of Nassau. Until 1859, he managed the restaurant "Zum Neroberg" in Wiesbaden. Around 1848, this garden pub was considered to be the favorite haunt of the Wiesbaden Republicans. Hahn himself was a member of the workers' association. He was arrested in connection with the Wiesbaden "Julikrawall" in 1848, but was soon released at the request of his first wife. After 1848, Hahn became a member of the gymnastics club, which offered the opportunity for political activity as a cover address. Around ten years later, he - formerly a member of the workers' association - had become an entrepreneur.
