Framework planning
Urban development framework plans are informal planning instruments that highlight the development potential of a district and present perspectives for use and design. They are used to formulate medium-term urban development goals and discuss them in dialog with citizens.
Framework plans are particularly effective in areas undergoing structural change or where major urban development projects are planned, which are integrated into the overall structure of a district with the help of a framework plan. Sometimes different scenarios are used for this purpose if the aim is to react flexibly to possible future developments. Outline plans are usually an essential basis for the development plans (opens in a new tab) to be developed from them.
As a planning instrument, framework plans, unlike land use plans (opens in a new tab) and development plans, are not subject to a formal procedure, but are usually adopted by the city's political bodies.
