The Principles, Organization, Management and Digitalization division is primarily concerned with overarching administrative tasks, strategic management and digitalization, ensuring that the specialist departments can concentrate on their demanding core tasks and receive sustainable support in their further development. In addition to traditional personnel administration, personnel development, such as training, is an important task.
Across all departments, the division is also responsible for the archive of construction files and the digitization of all construction supervision services.

The department's employees provide comprehensive support for all types of construction projects. In two specialist areas, the employees provide building advice and oversee building permit procedures for standard and special buildings. The department is also responsible for structural testing, statics, temporary structures and construction supervision.

Consultations on construction projects and the processing of building applications in the area of standard construction are carried out according to regional responsibility. For this purpose, the city area was divided geographically into three areas and a dedicated team was formed for each area to provide construction advice on projects in the respective area.

The geographical division is into the North, East and West areas.

Wiesbaden North
Central, North-East, Rheingauviertel/Hollerborn, Sonnenberg, South-East and Westend.

Wiesbaden East
Auringen, Bierstadt, Breckenheim, Delkenheim, Erbenheim, Heßloch, Igstadt, Kastel, Kloppenheim, Kostheim, Medenbach, Naurod, Nordenstadt and Rambach.

Wiesbaden West
Amöneburg, Biebrich, Dotzheim, Frauenstein, Klarenthal and Schierstein.

In addition to the legally required periodic safety inspections of large special buildings and building inspectorate intervention in existing properties, the division also handles objection and fine proceedings. In addition, certificates of completion and division permits are issued and building charges and pre-emption rights are managed.

As the Lower Monument Protection Authority, the Monument Protection and Preservation Department is responsible for monitoring and implementing the Monument Protection Act. Its tasks include, in particular, advising on monument conservation and examining monument law as part of the approval process, examining and issuing tax assessments in accordance with Section 7 i (and following) of the German Income Tax Act (EStG), awarding grants and managing the Erich Haub-Zais Foundation.
