In March 1966, around 140 delegates from more than 50 countries came together in Wiesbaden for the fourth meeting of the Synoptic Meteorology Conference. The focus of this sub-discipline of meteorology is the study of weather in general and changes in particular, in order to be able to produce representations of weather conditions and ultimately make forecasts.

On March 18, Mayor Buch welcomed the delegation in the ballroom of the town hall, after the city council had approved this reception in its resolution number 227 of February 14. The President of the Commission, Dr. Sen from India, thanked the delegation for the warm welcome and praised the excellent organization by the members of the German Weather Service from Offenbach.

During the subsequent signing of the Golden Book by the meteorologists, it became clear that science was able to work together across the ideological boundaries of the Cold War. In addition to the Norwegian representative of the Secretary General of the World Organization Langlo, Deputy President Loginov from the Soviet Union and the President of the German Meteorological Service Georg Bell signed the Golden Book alongside other international representatives.

After a subsequent standing reception, the guests took their leave at around 6 p.m. for a joint dinner before the conference participants were able to use the free evening to take advantage of Wiesbaden's extensive cultural offerings.
