In 1842, the architect Georg Moller built the "Villa Rettberg" in a Classicist style under contract to the Nassau lieutenant and Adjutant to Duke Carl von Rettberg.  The owner died soon after in 1844 and was given a last resting place in the Alter Friedhof (Old Cemetery).

Little remains today of the villa's earlier appearance whose architectural forms were influenced by the Italian Renaissance. In 1870, the building was enlarged and, around the turn of the century, one storey was added and its historical façade was changed. After the end of the war, the villa was rebuilt because it had been severely damaged by bombs. In 1949, the Hessian government used the two neighbouring buildings and the Villa Rettberg as office buildings.

The Hessian State Chancellery was moved to the former Hotel Rose in 2004, and one year later the project of rebuilding the Villa Rettberg began, including the adjacent depot and new offices to transform it into a Centre for Communal Affairs (Haus der Kommunen).
